You can rotate rotors. Not resurface, rotate. The front drivers side will fit on the passenger side and the same with the rear.
I don't think it will make any difference though, as changing the pads will eliminate any uneven wear that the rotors were experiencing.

whenever you replace the brake pads the brake rotor surface must be clean of any past "material".
if there are no severe grooves present on the rotor face and your rotors are parallel (not warped) then you can lightly sand the surface with 180 grit sandpaper. clean rotor with disc brake cleaner then install the pads.
if there are grooves you should have them resurfaced before installing the pads. this will ensure proper bedding of your brake pads.
