Whining on startup...

Ever since it got cold, on startup, my I30 whines when I accelerate until I get to about 4000 RPMs, then it will stop. If I'm driving at low speeds, it takes longer for this to stop. Once it stops, it won't do it anymore. Any ideas on what this is?

Belts maybe?

More than likely belts. Is the whining more pronounced when it's raining? Mine did same thing, tensioner for the larger belt is right by alternator, turn clockwise (I believe) to tighten.
