buzzing

Is it normal for semi-metalic pads to buzz? I dont think something is wedged since it sounds like both sides are buzzing. Also the sound is consistent whether I am pressing the brakes or not. It could be something else, but I didn't notice the buzzing until I changed the pads.

metallic pads screech/buzz a little, but you said if the brake isnt on it also makes this noise, it can possibly be your rotors having uneven wear

thanks. any other ideas? rotors were replaced with the pads.
