Sounds strange, but can you post a picture of your engine bay? The 99 came in 2 different emissions configurations which mean there are different ways to go about this. How strict is your government if something is removed or the check engine light on?

Why replace the ECU?

If you go to the dealer with your Title and maybe registration too, they can give you a key code for either them to sell you a new master transponder key and cut, or you buy a highly rated transponder key somewhere cheaper and find a mobile locksmith that can cut the key for the ignition and program the current ECU. It will be much cheaper using a reliable mobile locksmith that is equipped rather than dealer prices and towing.

Replacing an ECU will give you all kinds of extending the finish line troubles that you will find out the hard way. And get TWO keys.

And put your damn location so some forum member nearby can recommend a capable Mobile guy.
