Deflection specs on belts?

Deflection specs on belts?
Well, I had my compressor & PS belts replaced. Now, they squeal on start-up, which I understand from reading other posts means the belts are probably too loose. Does anyone know the deflection specs for the belts?
Also, my mechanic said I needed a new tensioner pulley bolt (he probably damaged it). When you buy a replacement bolt does it comes with all the needed hardware (spacers, washers, nut)? I read in a post that you can buy kits to replace the belts- other than the belts and bolt(s), is there anything that I am missing? I want to make sure I have good hardware to minimize the noise.

Belt Deflection is as follows:
Limit After Adjustment New
Alternator with A/C 7 4.2-4.6 3.8-4.1
Alternator w/o A/C 10 6.3-6.9 5.8-6.2
Power Steering 11 7.3-8.0 6.5-7.0
Applied pushing Force 10 Kg or 22 lbs
This is measured from the bottom of the car pushing upward on belt, pushing midway between pulleys.
