which TSB for me?

have a question. noticed a slight decrease in engine performance at low rpms...also noticed a sort of scratching sound when the A/C is on and accelerating (also has poor performance in low rpm). i'm not a car buff and i already know about TSB 99-075 Engine Controls and poor performance at low RPMs, but what is meant by all of ya'll talking about some sort of "spark knock" which is fixed by replacing ignition coils??? is that the scratching noise i hear when accelerating?

i don't have the kind of resources like ya'll since i live in germany and the nissan dealerships don't have stateside maximas and they are mean so i have to know what i'm talking about in order to get the problem fixed.

also, i looked through the links and didn't find TSB 99-075 available...does anyone have that available to where i could access it and printout?

all help is much appreciated.

i have a 2000 maxima which was built in july 99 i believe.
