Belt tensioner pulley replacement help

Belt tensioner pulley replacement help

Ordered a new belt tensioner and it seemed like an easy swap. I get the wheel off, took off the belt, then hit a wall when I saw the position of the top bolt.
It seems like you need to remove the power steer pulley or the maybe the tensioner bearing. If anyone out there knows the proper procedure, I’d love to know. Thanks
dealer wants $200 to fix.

That is cheap for parts and labor... I would have them do it.. ..
