Does the system (NOS, dry) use the nitrous pressure to bump fuel pressure?

I finially have everything installed, but an empty bottle until Monday, and was wondering if I could test the fuel pressure and setup the FPSS without the bottle being filled.

I don't think I can, but couldn't find an answer one way or the other...

 

yes from the Tee from the FPR and NPR it alters the pressure from the Fuel Jet

 

Which is dependant on Nitrous pressure?
