It is really easy. There is a write-up. You can put it in gas tank, crankcase and through the brake line. All in gas, all in crankcase, but only 1/3 of a cup through the brake line.

If I put it in the gas tank, should I fill it up first? Also, what is the best place to put it?

Yes and I don't think there are many choices in regards to how to get it into the gas tank.

Find the vacuum line going from the manifold to the brake booster. The brake booster is the round thing that mounts to the firewall and holds the brake master cylinder and the brake fluid reservior. The line has a c-clamp on it or something similar. If you disconnect it when the car is running, you will hear a sucking sound. Make sure the car is good and hot, put the Seafoam in a small cup and stick the hose down inside the cup. The vacuum will suck the Seafoam into the manifold, the engine will hesitate and bog down a little. Turn the car off and let it sit for at least 5 mins, start the car and let the heat blow out the Seafoam and crud. You can do it again after 100 miles or so. Change your oil after a couple of hundred miles.
