Go there and download the 99 FSM, go to the airbag section and to the diagnostic procedure. hopefully that will tell you what is wrong

not sure if the FSM link is anywhere in the stickies but if not, might be a good idea to include at the top of the HOW TOs sticky or something. I got this bookmarked now and will download later.

Recently did this on my friends 99 I30.
Heres how to diagnose;
Close all the doors except the drivers.
1. Turn the key to the run position, but dont start the car.
2. Within 10 seconds of putting the key into run mode, push the drivers door switch more than 7 times in 10 seconds.
3. If you succeed, the airbag will start flashing strangely.
4. If not, just do steps 1 and 2 again, but quicker.
Take note of the strange flashing pattern. it could be 10 slow flashes and 2 fast flashes etc.
The pattern just keeps repeating so you can sit there all day if you want to really memorize it.
If you post back here I can look at the FSM and let you know what the airbag computer is trying to tell you.
OR, you can go straight to clearing out this common issue with 99 Maximas, the seat airbags. The harness connections in the seat lose their connectivity. When I did my friends it was the drivers side seat airbag harness. if you look under the drivers seat you'll see a bright yellow connector. That's it. There's also another connector for the same airbag behind the seat, right next to the airbag itself. You have to remove stuff on the back of the front seat to see that one.
REMEMBER, when fiddling with airbags always unplug the battery and wait at least 3 minutes. You don't want the bags to go BOOM! from a little static.
